METHOD STATEMENT FOR CAST GUTTERING (FIN-LOCK GUTTERS) REMOVAL AND REPLACEMENT WITH P.V.C FASCIAS AND ALUMINUM GUTTERS

Scope

Concrete Cast Guttering (Finlock Gutters) Removal and replacement of C.C.G with P.V.C Fascias and Aluminium Gutters, accomplishment with P.V.C downpipes.

Operations manager /operative/engineers to be arranged

Resources Identified

[Organization/Company’s] all employees will comply with the requirements of the Health and Safety at Work Act 1974 and all other relevant health and safety legislation; our safety policy, risk assessments, and method statement, together with any specified site rules where applicable from the client concerned.

This method statement covers the day-to-day details of carrying out work as a Finlock Gutters removal and PVC replacement operator and assumes that the operator is working as a principal contractor for the client. Before work proceedings, a Risk Assessment and Method Statement (MSRA) of the worksite-specific conditions must be carried out to minimize any possibility of financial losses and physical injury to humans. 

Risk Management for Work

  • Risk Assessments have been conducted on the following activities:
  • Onsite activities
  • Working in public places
  • Use of tools and equipment
  • Manual handling
  • Work at Height
  • Lifting activities as defined under Lifting Operations and Lifting Equipment Regulations LOLER
  • Summary of Activities with Potential Hazards and Risks:
  • Use of work equipment
  • Slips trips and falls
  • Working with electrical equipment
  • Working with generators
  • Working on a client/contractor and or customer’s site or in public places
  • Manual Handling of materials and equipment
  • Possible working from steps/ work at height

Controls Initiatives

Appropriate Control measures have been identified from the risk assessments and are highlighted in the Method Statement and Risk Assessment MSRA includes the following key points:

  • Proper Health and Safety Communication and Training 
  • HSE Inspections
  • HSE Observations
  • Method of working

Communication and Training of Health and Safety

  • All risk assessments, method statements, and Safe Systems of Work (SSOW) will be communicated to the [Organization/Company] team/ operative before work is initiated.
  • A copy of this documented procedure and other recommended and suggested and applicable safety arrangements will be communicated and passed onto the client/ sub-contractors or other stakeholders before work starts.
  • All relevant toolbox talks will be communicated to the team/ operative before work commences ensuring that the team/ operative has had instruction and awareness information provided.
  • Further information on the communication and training of Health and Safety can be found in the Health and Safety Arrangements.

Checks and Inspections

  • All work equipment, devices, or machinery will be checked before use for safe operation and to ensure that it is “fit for purpose” and proper required third-party certification has been done.
  • Risk Assessments (RA) and Safe Systems of Work (SSOW) will be checked before work starts.

Induction and Permits to Work

Method Statement details 

  1. Contact with the Client’s site project manager/engineer for any worksite induction or Permit to Work (PTW) requirements before proceeding any work on site. 
  2. Contact the site project manager/engineer that asbestos is not present in the work area. Asbestos-containing materials (ACMs) are not to be disturbed by [Organization/Company] This work is required to be conducted by a specialist contractor or Government entities.

Security

Before commencing the site, make sure that the Client’s site project manager/engineer has authorized access to the workplace and the work area.

Rules

  • The organization’s Contractor, team, or operative will carry out their work within the Client’s Health and Safety rules and arrangements.
  • Before commencing work these Health and Safety rules will be communicated to the team/ operative.

Smoking

[Organization/Company] will strictly comply with a no-smoking policy on any Client’s premises/workplace.

Services

All Gutter Cleaning Services will not be interrupted due to work conducted by [Organization/Company]

Unloading Details

  • Delivery to the site to be arranged with the Client to ensure minimal disruption.
  • Ensure adequate access and the best route to the workplace.
  • Unload the vehicle of equipment by hand if no mechanical aids are available.
  • Manual handling could be done by teamwork.
  • Avoid a route that may bring you into contact with the Client’s staff or customers if possible, ensure that gangways are clear, before bringing materials through, to the work area.

Tools

  • All sorts of Ladders to be used will be inspected before going to the workplace/site.
  • All tools and equipment are to be inspected before use.
  • All other tools and equipment will be hired by our preferred hire company.
  • All tools and equipment hired from the “outsource suppliers” will be inspected properly on delivery to make sure they are fit for purpose and have had the essential safety inspections/ checks.

Welfare Facilities

  • Before work commences [Organization/Company] will liaise with the Client’s local management for use of toilets and wash facilities.
  • Eatables/meals will be provided by the team/ operatives themselves.

Emergency Arrangements

  • The exact location of First Aid (FA) arrangements will be required to be provided by the Client before work starts.
  • Fire arrangements will need to be provided by Clients before work commences including the location of assembly points, location of fire exits and fire equipment; and procedures to follow.
  • More details on [Organization/Company] Emergency Arrangements can be provided in the attached risk assessments and safety arrangements.

Housekeeping

  • All work areas will be kept clean and tidy where possible; [Organization/Company] operates a “clean as you go policy”.
  • All tools, equipment, and waste will be removed from the site after the job has been completed.
  • Any (non-hazardous) waste will be disposed of using the Client’s facilities or where necessary by the team/operative.

Job Safety Analysis (JSA)

  • A Job Safety Analysis will be required to be carried out.
  • The following sequence of work has been established as guidance from the Organization/Company’s safety arrangements, Risk Assessments, and Job Safety Analysis (JSA).

Access

  • The area from the house front and back is to be cordoned off to 3 meters. 
  • Scaffold to be erected on the front and back of the house to the Manufacturer's Specifications.
  • Safety rails and kickboards will be adjusted to prevent material/objects from falling from the scaffolding at height.

Removal of Finlock Gutters

  • Full body Safety harnesses will be attached to rafters in case of falls when using the diamond cutter. The cutting diamond saw is to be fixed with all its safety guarding installations and the Safe System of Work (SSOW) for the machinery will be followed. 
  • ALL Health and Safety fittings/installations are to be as per manufacturers’ specifications. 
  • A breathing apparatus (BA) is to be utilized when there is a cutting activity, and such apparatus will be renewed every 30 days from the authorized and approved institutions of the state, where the business activity exists. 
  • All records of use and renewal are to be documented in the workplace/site works vehicle. 
  • Ear protection PPEs such as earmuffs and Ear Plugs are to be used when using the diamond cutter following the Noise at Work Regulations. 
  • All wastes including concrete removed with the diamond cutter will be brought to the ground floor in an enclosed container by using a rope pulley. 
  • A skip will be kept on the worksite for the waste materials/objects to be contained and removed when the job is accomplished 

Replacement Fitting of P.V.C

Make sure that technical technicians for the PVC Replacement installation and fitters are competent, well well-trained by approved and authorized institutions in all health and safety requirements. P.V.C Fascias and Aluminium Gutters are passed from the ground to the fitter on the scaffolding and fitted as per their Standard Operating Procedure. 2- beams with 600-800 mm walkways to be erected with fitted safety rails for the fitting of the downpipes. The down PVC pipe will be screwed into the wall with brackets neatly and securely.

Supervision, Control, and Monitoring

[Organization/Company’s] All employees working on-site will be supervised by the project engineer or supervisor who will ensure that all the safe systems of work (SSOW) as highlighted in this method statement comply with Government regular authorities and that all equipment and work platforms are tested and inspected before use. The worksite supervisor will liaise with the client/main contractor for any additional health and safety issues arising whilst on the job.

Operator Training

All Machinery, equipment, generators, or compressor operators comply with any site-specific safety inductions as laid out by the client. All operators at [Organization/Company’s] are deemed competent, skilled, and experienced in the tasks they conduct through training conducted at [Organization/Company’s], and through previous experience. No trainees will be permitted to operate on this specific worksite. All electrical equipment, machinery, or devices will be Conformity European (CE) marked and visually examined before being used. Scaffolding structure will also be examined, observed, and checked properly for any damage/ wear and tear and used only were deemed to be of certified standard

Safety of Third Parties

All employees of [Organization/Company’s] will be made aware during the site induction of any risks their work may impose on others in the vicinity where they are to conduct the work. Appropriate and essential controls will be put in place before the start of work, to ensure enough protection to the health, safety, and welfare of workers and others.

Environmental Controls

Every effort will be made by [Organization/Company] where possible, to make sure that noise, dust, and waste levels are kept to a low level and do not cause serious human ill-health. Proper Housekeeping must be practised at the work area regularly and waste will be removed off from the worksite following completion of the work.

Emergency Procedures

Machinery, equipment, generators, or compressor operators will always work in pairs to ensure that the buddy system is in place in the event of an emergency. All operators are well aware of the emergency number to contact in case of an accident/accident, and all near misses and first aid incidents will be called through to the Project manager/Engineer of [Organization/Company] as soon as possible. An updated first aid kit is always present within each operator's vehicle.
